Wacky Worlds is a bit wacky
Pros:
Some new rides, new scenarios, new scenery
Cons:
No incentive to beating scenarios; many are way too hard; too hard to make cash
The Bottom Line:
Fun, adds good scenery. Cheap -- usually under $15 -- in most stores. Probably worth it.

Author's Review
Wacky Worlds is the first official expansion for Rct 2, or Rollercoaster Tycoon 2. In Roller Coaster Tycoon 2, there's a series of park scenarios you need to beat. The challenges in the scenarios include getting guests into your park, getting a certain park value, etc.
If you didn't know, RCT is a game in which you can build an amusment park. Contrary to the name, it's not just roller coasters. You also have a decent (but not as expansive as the roller coasters) selection of transportation, gentle, thrill or water rides. Many of the rides can be customized down to the last detail. Even the Merry Go Rounds can be repainted into any of the 32 colors included in the game.
In Roller Coaster Tycoon -- Wacky Worlds, the idea is the same but the scenarios included in this expansion pack are based around the world over our 7 continents, two for each continent. The scenarios have been split into the respective Beginner, Medium and Advanced tabs on the game's main screen.
Wacky Worlds seems to have focused mostly on adding scenery to the game, although there are a few [but a FEW!] new rides.
The problem with the scenery is the packs of scenery are huge, making it hard to include more than 1 of the Wacky Worlds type in your park in the Scenario Editor. (The Scenario Editor lets you make your own park with goals, land, etc. and select the available rides to build; what I meant was the game places a limit on scenery/rides, and the huge packs in Wacky Worlds make it tough to select, say African and Asian scenery at the same time. You'll have to choose one.)
As for the new parks, the quality is dismal. I don't know if this annoys anyone else, but I hate having two different types of path in a park! Like the "Great Wall of China" Beginner park. It has about fourty types of path! Annoys me. Anyway, the new parks seem to be too pre-built. None of them have you start FULLY from scratch. In fact, at the minimum they already have scenery and some paths.
There is little incentive to beat any scenario, because everything's unlocked at the start (a change from the original RCT 1 game where you unlocked parks as you went). So if you do beat a scenario, pat yourself on the back, but the game won't really reward you.
In short, Wacky Worlds is maybe worth the cash. The new scenery minus the many annoying walls and base bricks are incredibly realistic and detailed. This makes it worth it.
==========SYSTEM REQUIREMENTS==================
So you know, you must have the following to play Wacky Worlds:
*RCT 2 Already on Your Computer
Please note -- Wacky Worlds will work fine if RCT 2 does because the requirements are the same as long as you've got extra disc space.
